Only admin users will be able to access the Payment Terms module, as this Help Article explains. Here are the three main sections of the article:

• Create: Generate new payment terms that include the time period they must be paid in and any discounts that may apply to them.
• Edit: Make changes to the number of days payments must be made in and other parts of a particular payment term.
• History: Check out when a payment term was created and modified, and print or export those results for further examination.
